I always buy two of these, because I have an oval crockpot and I can smash both in there. I freeze all the leftovers for quick meals.
I have always made them in the crockpot and for about 7 to 8 hours. I do high for an hour and then low for the rest of time. If you make this and they are tough, you didn't cook it long enough. Put it in for another hour.
I have not made them in the Instantpot yet, because like I said, I like to make two roasts at a time.
About 80% of the time there is hardly any fat/waste. I guess because all cows are not created equally, thankfully.
I use a recipe from Sunset magazine long ago. Basically, 1 can of stewed tomatoes, 1 cup of broth, chipotle peppers, honey, cumin, chili power and chopped onion. Make it your own, you can't go wrong. We use the pulled beef or paleo tacos, bowls, salads and in the Grazed and Enthused blog Stromboli recipe.
Again, if it's tough, cook it longer. I've experienced this before and cooking another hour always resulted in a delicious meat, regardless of where I purchased it.
